Enhancing the Functions of the University
- Toward the Mid-term Goal Period of Phase III -
|

In the FY2015, which is the final year of the mid-term goal period of Phase II, we aim to complete "SUMS Project 2010-2015." Also we must formulate a Mid-term Goal and Plan for Phase III which will start in FY2016, and submit it to the Ministry of Education, Culture, Sports, Science and Technology (MEXT) by June of this year. Our independent and autonomous reforms which will lead to our future development are expected in Phase III, where we should make efforts to enhance both our characteristics and strengths, and our university's functions, on the basis of the "National University Reform Plan." The FY2015 is important also as the second year of the Accelerate Reform Period for Phase III.
The School Education Act, which came into force on April 1, 2015, was revised in order to strengthen university governance systems, and this makes possible a prompt and efficient decision-making process. However, to substantiate it, mutual trust-based relations among all members of SUMS are essential. I will continue to endeavor to conduct (1) university management with a high regard for transparency and fairness, (2) resource allocation based on strategies and evidence, and, as already mentioned (3) university operations based on speedy decision-making. I look forward to having the understanding and cooperation of all university staff.
1. Educational Reform and Promotion of Research
In the Faculty of Medicine, a department of "Clinical Education" has been established with a newly assigned professor to promote our full-fledged reform of medical education. In the immediate future, revision of the interactive clinical training curriculum for meeting global standards and review of entrance examination reform are our important issues. In the Faculty of Nursing, we will start the reform with discussions about the optimal state of being for "new" faculty of nursing corresponding to the today's needs.
With respect to research, we will review our key projects with a renewed sense of perspective and select new projects which relate to existing ones. Also, we will support exploratory research by young researchers, interdisciplinary field research through basic science and clinical medicine, and innovative creative research, allocating funds for them including from the President's Discretionary Fund. In this way, we will clarify the framework of principles and rules for our internal supports and improve our support system for gaining external funds, such as science research grants.
2. Enhancement of the Functions of the University Hospital
At the University Hospital, a hybrid operating room is to be completed in 2015, and a system for safely performing surgeries which require higher skills and techniques with more advanced technology will be established. We are continuously striving to enhance the functions of the University Hospital based on the pillars of "promoting highly-advanced medical treatment" and "contributing to the local communities". In addition to strengthening the University Hospital's functions by improving facilities and equipment, and enhancing human resources, we will consider improvement of medical quality and medical safety, development of the emergency medical services system, and reconstruction of clinical departments, and we will begin with their implementation in a realistic and step-by-step approach.
We are making efforts to publicize the high quality of our medical care and the good clinical performance of the University Hospital, and to convey its appeal and allure especially to young doctors as future employees. We believe our Clinical Education Center for Physicians, which provides good clinical training programs, is very attractive to medical residents. Meanwhile, acquiring the power of young medical professionals will further invigorate the University Hospital.
3. Reform of Organizations and Management
We are reviewing the current research organizations to upgrade and strengthen research systems. We plan to reorganize our current "Research Promotion organization for Intractable Neurological Disease" into a new system to conduct related research totally from basic research to clinical research. Also, in order to enhance support for clinical research, we will allocate a new professor to the Center for Clinical Research and Advanced Medicine and use some of the discretionary budget from the office of the university president.
The annual salary scheme has started for certain special teaching staff members since 2015 as part of the university reform. We will adopt it to attract more teaching staff members of our distinguished research organizations. We plan to create an annual salary scheme which motivates teaching staff.
We are reviewing business operations and performance in the current administrative divisions and will restart as a new administrative system within 2015. We plan to establish a new operation paradigm where every staff member engages his/her work with enthusiasm to take the initiative in originality and ingenuity, and such that all members of the faculty and the staff operate the university cooperatively. We will enhance the functions of the executive bodies, promote institutional researchers and strengthen the function for public relations.
4. Improvement of Management Structure
We strive to minimize wasteful spending, improve our financial condition, and make the management structure healthier and sounder so that business gains can be distributed to university staff members as much as possible.
5. Improvement of University Environments
We have an issue in that many buildings and facilities which were built around 40 years ago need renovation. While we continue to strive to gain the budget for it, we are now undertaking the renovation of the main gate and gully around the university site with the help of the General Foundation WAJINKAI. Also, we plan to construct a long-sought interactive space for students, educators and alumni & alumnae.
I have held up the "3Cs" as three main goals of Shiga University of Medical Science: 1) Fostering excellent medical professionals and the creation of new medical science, and nursing and medical services (Creation), 2) The challenge to solve problems in human society and modern civilization (Challenge), 3) Contribution through medical science and medical services (Contribution).
I believe that the engagement of all university staff with pride and confidence is a motivational power to develop SUMS. I continuously endeavor to improve the university's systems and working environments for enhancing such motivational power. I look forward to having the cooperation of all SUMS staff. |
